Yes I tried to search, it appears I need to refine my searching skills.
But my question is still, why is  skipping over iOS 11.2.2, 3 and 4 and go directly to iOS 11.2.5 beta?

Speculation is they are not but rather 'saving' those for future quick releases until 11.2.5 is out of beta and released. But no one really knows. They sorta did the same thing with iOS 4.2.1 and 4.2.5 even though it had to do with different devices (GSM vs CDMA) Still though no device ever got a 4.2.2, 4.2.3 or 4.2.4.

Isn‘t iTunes Connect still shut down today?

My sources say, that Apple isn‘t able to solve the issue regarding the Month 13 is out of bounds problems within iOS. macOS 10.13.3 could launch alongside the shipping of the iMac Pro this week.

I cant remember if it was closed through the 27th, or opened the 27th.

I might happen to some devices. It could hit anybody, if Apple isn‘t able to fix the issue prior new Year‘s day resp. January 2nd.

I got some updates yesterday so I'd say there's people working and will approve.

That could be an issue with the App Store on your device. I received app updates almost a week after it was released. At the moment, developers cannot submit any updates to the App Store.

Can you look from which date the app update of the app was?

Apple is working on a fix currently? They weren’t on vacation?

Yes they are. I just got an update for 1 app today.
Not necessarily. Apps could have been approved before 12/23 and developers held off on releasing them. Developers pick when to release an update after it’s approved. EA and Niantic do this regularly.
