Has anyone else noticed improved Safari performance? Using Twitter in a browser on my iPad Pro 9.7 seems faster and doesn't hang up as much.
Same here. Safari is very fast on my XS Max.Has anyone else noticed improved Safari performance? Using Twitter in a browser on my iPad Pro 9.7 seems faster and doesn't hang up as much.
It could communicate with my iPad Pro and make a backup. Didn’t test anything else. How does it communicate with iTunes 12.8.2?
They aren’t, but the OP put the iOS 12.0 notes instead of 12.3.The release notes for me are the same as 12.0’s. Nice one Apple haha.

Edit: looks like they updated it.
Thanks as always @Banglazed
I think @Banglazed uses the original 12.0 post as a template and then updates release notes once they are posted on the Apple dev portal.
No complaints at all so far.
Now that a new stable minor version has been released, it might be a good time to refresh your device if you're having weird issues.
1. Make a backup (either iCloud or local)
2. Restore your device with 12.3 using iTunes
3. Restore from backup.
WARNING: Apps that have been removed the App Store will not be restored to your device.

Except if you are using iTunes 12.6.5 or some third party apps that still load apps to your device as before. No complaints at all so far.
