The 'update spinner constantly spinning even though the update is happening' bug has been resolved.
 
I deleted the profile and reinstalled it. It showed up after that on both of my devices.

This is serious. Can be a make or break for beta 3 users who are daring enough to use it as a daily driver.

Yeah, yikes. I was gonna jump on this beta, but now I'll be waiting for beta 4.

Apparently, the release notes have a workaround, restarting the device. Yet, this is a beta, and can be a headache to get iMessages working on this one. I am on the installing stage, let's see what happens once we are in.

Not true in my case. Tried rebooting 3 times, no update available. Installed the profile again, worked on the 4th reboot. Coincidence? Maybe
Yeah its coincidence. They do not roll out to the entire user base all in one shot. Servers have to propagate through the interwebz and such. Waiting would accomplish the same thing. But the time it takes to install it several times and reboot does help pass the time though. :)
