Really good on my iPhone 7, might convince me to keep onto it for another year or 2...
It's still the same in my testing.

I can’t be the only person that this annoys...
I have the same problem on my iPhone with iOS 11.4 and iPad iOS 12. It takes seconds of time until you can scroll and sometimes you are on the top of the siteHere’s my biggest problem with iOS... and I hope it’s fixed with iOS 12!
With safari.. when you swipe back. You have to wait for it to “load” before it lets you start scrolling... im praying that this is fixed.. I think this started around iOS 7 - iOS 8. This wasn’t always the case
Battery life is definitely worse than it was on iOS 11. I have an iPad Pro and generally it lasts me about 13 to 15 hours of screen on use. i’ll use it almost an entire shift at work scanning documents and making calls, and go home and have it sitting there on to text and change music. After upgrading to iOS 12 beta, it used up 15% in 45 minutes. Facebook messenger was the cause.
That being said, EVERYTHING else is flawless. It looks like a final release to me. My geekbench score went up by 100 points to 9530. Going to send feedback on the battery life.

On iPhone 6s Plus: iOS12 is faster, smoother and snapper than with iOS10.3.3 (which is great after waiting more than a year to update my device).
Drawback: Battery drains much (really much!) faster!

I’m wondering if the iPad Pro has a software bug in iOS 11 with screen responsiveness being sometimes it doesn’t register touches I’m hoping iOS 12 will fix this I might try next beta to see if it does fix this
