I doubt there would be a beta today. Most likely a new beta next week or Final next week.
Beta 3 and public beta 3 were launched at the same time so it means we are at final beta stage.
So at this point I think we can see 2 betas on the same week.

Your logic is sound but I don't think anything is guaranteed. I'd say nothing this week with the final dropping on Monday is more likely.
I feel like multiple betas in a week is still relatively rare. Yes, it happens, but I don't see why anyone would expect it to happen. Next week is far more likely.

i would say at this rate, next week the public one will be ready
If 9to5 say they are releasing, they aren't just guessing, they seem to be able to see if Apple has uploaded a new build onto their server.
9to5 have only been posting beta updates before they release after they hired Rambo, who use to post on Twitter about beta releases before release, no coincidence there.
