I think iOS 12.4 is coming very soon, but it wouldn’t surprise me if they held off the release of Apple Card until a big shopping weekend like Labor Day. Tim Cook wants to stand on stage during the iPhone Xi event and say “we had X transactions the first weekend. This is blowaway!”

The last beta for 12.4 was released June 24th, a little over a week. Seems iOS 13 is what matters right now.
