All Devices iOS 13.1 Beta 2 ― Bug Fixes, Changes, and Improvements

This wording must have changed with Beta 2. While wirelessly charging under 50% battery it used to have the usual wording of “This update requires at least 50% battery or to be connected to a power source” even though technically it was charging.

They made it more clear now that it needs to be actually plugged in with an updated statement when wirelessly charging.
