Hi, I am the original reporter of those problems. I can confirm that both of them have been fixed in this beta.
Tested on iPad Air 2, iPad Pro 2018, and iPhone 11.
I have now updated the first post!

However, I have found a new similar problem. Don’t know if it’s new from this beta or not (but works fine on 13.1.3).
  • Forwarding an email in the Mail App, using the “long press → forward” menu, crashes the Mail App (Tested on iPhone 11 and iPad Pro 2018).

so I didn’t read all the threads!!! How is battery life on Xs max ??? Any other crazy issue on the 10 max! iPhone? I just installed beta 4 a day late and trying to catch up on major issue beta 3 was smooth for me...

Please report back and let me know how everything is working on x max phone it’s my daily driver and beta 1 and 2 the battery like was 5 hours tops... is not better now???
 
After extensive testing on my iPP 10.5, I can duplicate Safari page reloads. It only takes 2 tabs to be open in Safari and once it’s been idle in the app switcher for awhile and you head back to Safari, the tabs will reload. Interestingly... I can’t duplicate this behavior in 13.1.3. I reported this during beta 3 and now beta 4.

Edit: This testing just had Safari in the app switcher, no other apps.

Had an issue yesterday after updating with CarPlay not letting me change the music volume after Maps spoke...thought I was in "phone" mode and would only let me adjust the Map voice even though it wasn't speaking. Hard restart seems to have fixed it. Worked fine on a quick drive this morning.
 
It looks like the Photos app is displaying a Live Photo like icon on the bottom right of photos taken with Deep Fusion. I think, because I'm not certain that is what it is. It's like the Live Photo icon but with a solid circle (broken at the top) around it. It doesn't show in the camera photo review.

edit: I take it back - icon has now vanished, so must mean something else.

That’s a progress icon when it’s downloading the picture/video

Yes, this happens almost every time.

At this point I’m wondering if we’re ever getting a reliably working Mail app during the lifecycle of iOS 13.
Some of the bug reports reported ages ago still show that a potential fix identified but the bugs are still not fixed in 13.2.

Nope, I honestly don’t think we will. I think the Apple Mail team is full of muppets.

Just submitted a new bug report with all issues that I have in one.

Well of course! Beta 2 itself worked great like all the betas have. It was just the installation part. If I had a computer that has more than 32 GB of storage, I would use iTunes to install all beta updates.

Not to be a jerk, but that seems like something that needs addressed desperately.
 
It seem to depend on which app you open. Sometimes it reloads after opening 1-2 other apps. Sometimes not. Curious.

Good so it’s not just me that notices that. I thought it was the app itself.

At this point I’m wondering if we’re ever getting a reliably working Mail app during the lifecycle of iOS 13.
Some of the bug reports reported ages ago still show that a potential fix identified but the bugs are still not fixed in 13.2.

I was thinking about that earlier this morning. I’m sure they’re addressing it, just not having much luck with fixing it.

The fact that I'm seeing so many complaints about mail but I'm not having ANY of these problems myself makes me wonder if it's a server-side problem with whatever mail provider you're using.

What E-mail provider are you using? My provider is my work's mail server, and my personal mail server I run myself. Everything runs smooth as silk.

I’m using iCloud and Exchange.

Beta 4 seems quite good on my iPhone 11 - it actually fixed one or two issues I had with 13.1.3 randomly.

One Exchange and one iCloud.
My Exchange is working pretty well for me. Sometimes when I have a notification, then go to the Mail app I have to pull down to refresh, and the new email will then appear, but usually it is there waiting for me.
My iCloud is the problem, believe it or not. Always seems to get stuck on "Checking for mail..." To temporarily fix it, I can either wait up to 30 seconds (this will sometimes work), or I force close the Mail app and reopen. After that it is okay for some time, but eventually reverts to "Checking for mail..." again.
Badge count, notifications on lock screen and Notification Center all seem to work for me.
It seems there are all sorts of issues with Mail, but many have differing experiences... odd.
