Anything from iPhone 6S, iPad Air 2 and iPod Touch 7 will run it, iPhone SE including.

xCode 11 beta is required to install IIRC, it's been like that for a few years now.

Clear cache. Reboot all devices. Make sure you have double the space on the phone and Mac.
