Well, as others have said, it's likely going to bring new emojis. So I can't see it being only compatible with the iPhone 11.

Since no beta has been released yet, no one but Apple knows what it includes.

It almost certainly will be for all phones. There will likely be more than Deep Fusion. That's the marquee feature.
