Yeah I guess in retrospect things have changed somewhat since the days of old previous to 11 and 12. But I still wouldn't be shocked to see a release/update today of some sort.What's "typically"? Not typically since iOS11 at least:
iOS 11.2.5 had seven (!) betas, iOS 12.1.1 had three betas and iOS 12.1.3 had four.
iOS 13.3.1 beta 1 is build 17Dxx instead of 17Cxx (iOS 13.3) whitch means new kernel or major internal changes.
Every time the letter changes, there are a couple of betas, regardless how "big" the jump in version numbering is.

Been running 13.3.1 for this whole time and I've been unable to use speakerphone the entire time. Sounds like garbage on the other end. Finally gave up and went back to 13.3.
It should be available through the Mac App StoreAs @Banglazed stated Xcode 11.3.1 is on the dev portal (released version) ... But its not downloadable for me at least...
So my guess is iOS 13.3.1 will be released tomorrow...
