Sure. Typically an x.x.X update won't have any betas at all. So this would be more "normal" than having a beta in the 1st place.
What's "typically"? Not typically since iOS11 at least:
iOS 11.2.5 had seven (!) betas, iOS 12.1.1 had three betas and iOS 12.1.3 had four.

iOS 13.3.1 beta 1 is build 17Dxx instead of 17Cxx (iOS 13.3) whitch means new kernel or major internal changes.
Every time the letter changes, there are a couple of betas, regardless how "big" the jump in version numbering is.

Maybe, but 13.3.1 beta 1 had some serious bugs, so we may get another beta at the minimum before release.

If they just do a release with no more betas I'm going to wait a day or two to upgrade.
 
They are surely working hard in the O2 issue first and foremost so I bet they publicly drop the fix to that as soon as they have it. Beyond that they really need to fix the speakerphone echo issue.

I am going on record here as stating without a doubt we will get the next update at some point after right now... 👍🏾 🤣

Yeah I guess in retrospect things have changed somewhat since the days of old previous to 11 and 12. But I still wouldn't be shocked to see a release/update today of some sort.
 
seems like nothing today then. tomorrow? its been almost a month now, is this the longest break in between betas?

So it looks like tomorrow is the day based on the Xcode release today! Or perhaps it’s a late release today.
 
Been running 13.3.1 for this whole time and I've been unable to use speakerphone the entire time. Sounds like garbage on the other end. Finally gave up and went back to 13.3.

Is it possible to downgrade without wiping the entire device? I haven’t done it since iOS 10.
