Why not? Two separate things and both need testing. (well except maybe 12.4 which has seemed to be the same as 12.3.1 for 7 betas lol)
 
They did iOS 11 and 12 betas last year same day

They just push them when they are ready. Its not out of the question iOS 13 beta 4 drops today. May not. If it doesn't then it should come tomorrow. No biggie.

its possible but this is Apple. Knowing them they’ll probably release it tomorrow or maybe next week... who knows? ‍♂️ Man do i hope it’s released today.
 
catalina beta 4 is out.
a message in the release notes lets think that Xcode 11 beta 4 will not be released today, is likely also iOS 13 beta 4.

And what do you base that on?

At this point anything we think is basically throwing darts at a board.... It's obvious that all logic and past customs have been thrown out the window on this current set of betas.

Well it’s already pretty late and normally we get them Monday or Tuesday. Considering there was a new but small beta last week, next release will most likely be Monday imo

Well it’s already pretty late so imo I don’t think we will get it today. I think it will be Monday

The small tweak we got last week was on a Wednesday so perhaps they are going off a week after that... Or perhaps they pushed it to Wednesday because they wanted to get 12.4 out today.... or perhaps you're right and it will be next Monday... or it could be next Tuesday....

I hope you’re right and we get it tomorrow. If not then it will probably be Monday or Tuesday
