I have never even entered Wallpapers menu and I'm getting this issue on my brand new Air 3. It started after updating to latest OS 14.01.
I think letting the iPad use load an old wallpaper for the first time is the same as selecting a new one. Not sure about your trackpad, but that’s a pretty easy thing to test. I bet the next 14.2 release fixes it.
 
My old iPad Pro also had the issue. I think its because you can consider setting your old wallpaper for the first time to be the same as selecting a new one. Not sure about your trackpad, but that’s a pretty easy thing to test.
The same idea crossed my mind too. I think mine is the one from OS 13 because machine arrived with 13 installed and I right away updated to the latest version. BTW, what is the default wallpaper in native OS 14?
