Just look at the changelog in the first post. Stuff like Tv / Movie downloads failing, authentication issues on iPad, Health app crashing when setting up Blood Oxygen monitoring for an Apple Watch or not being able to activate health sharing after setting up an Apple Watch via family sharing.

The Matter issues can be ignored because that isn‘t even usable for anyone yet, but the rest seems quite drastic and in your face to me.
