Who knows, maybe! There could actually be an issue with the build that was leaked, maybe that's why it wasn't released this week. Apple might want to nip this in the bud before folks start running a leaked build that could potentially cause problems. OR, maybe they would just tell you not to install a leaked build. It's all a mystery! ?

They can stop signing that particular build to prevent installation, I believe.
the twitter profile of the capture that they put above has installed the beta in an iphone 11, and says that it works without problems, but without any appreciable change. It is being signed by apple, so I bet on a release this afternoon. just someone lost the ipsw link of the iphone 11 and XR of this beta before time. anyway, there are few hours left to find out haha

So defo something is coming either today or early next week! Given the fact how good macOS 12.2 Beta 1 is, I have high expectations from iOS 15.3 (stability-wise).
