Basic things, such as scrolling, still don't work. So it's better that it's labeled as Beta...So macOS is still showing universal control in beta after all this time

Though different setups can have different outcomes. Thus, beta.

Honestly, there is no need to do a IPSW install if you’re not having issues with your phone.Thanks, I am already on this beta, but thinking to do clean install, next week onwards I will be busy for more than one month so once it's released to public, I will be unable to do clean install, which I prefer IPSW file..

Yeah, the macOS .pkg downloads are just public links from their servers. When their servers get updated, the link becomes public basically. They have an RSS feed you can subscribe to. But you do need a dev account to download the iOS & iPadOS .ipsw files as those are handled differently.If he does, he’ll be violating MacRumors terms and conditions for the forums. The IPSW is for registered developers and MacRumors can get in some hot water with Apple for pointing out how to evade the restrictions.

He was selecting wrong so he was able to see only initial beta version, but he corrected & downloaded RC, Thank you¯\_(ツ)_/¯
Not sure, when I log into the dev portal, I'm seeing the iOS 15.4 RC, build 19E241. Also not quite sure what you mean here, because first you say he's downloading the older beta but then you say he is able to download the RC?
