Thanks. I just googled for the time and supposedly there is no official time. However, IOS updates have traditionally been released around 10am PST. I assumed it would be released at 12:01am.

If you are on beta, you need to update via plugging into iTunes. You cannot go from beta to GM/official release from beta OTA. Plus there's server overload hindering things.
