It is a bug. It's supposed to behave just like the search field in iMessage or Mail (or the other numerous apps) where you have to swipe down to see it.
It will be fixed.

Thanks SanjeevRana, but this is the same one that is in the released version. It should be the first blue one in the STILLS section of the default wallpapers in beta 3.
Anyone other than me believe that beta 2 is smoother with quicker animations than beta 3?
I hope beta 4 fixes thingsI went back to the 9.0.2 and after settling in, I think it's as good as beta 3. Beta 2 did seem better to me. Oh well, there's always beta 4.![]()

EDIT: Did some testing and it seems this has nothing to do with your subject itself but happens whenever the subject is more than one line.
If your on the public beta you can report it with the feedback app, if not bugreport.apple.com . I will report this as well.thats right 'no subject are you sure message' either, I'm glad its not just me! Do apple read this post or do I have to let them know?
I'm sure I have sent e-mails with more than one line in subject before.

It's not a matter of figuring it out. The bug is cosmetic and currently a low priority (there are multiple bugs that are cosmetic in nature in the current 9.1 beta). It (they) will however be fixed in an upcoming release - that's all I can say at the moment.Ok. So after numerous betas and a good history of search fields on top of other apps, Apple just can't figure this one out?? Sure. Ok.

I don't seem to be able to reproduce this on iOS 9.1 beta 3.Can someone (happily) tell me that Apple fixed the silly keyboard issue in Messages? The bug is the keyboard refreshes twice when sending a message. Doesn't reproduce when sending email. Doesn't matter if it's SMS or iMessage. Only happens when creating a new message.
Repro Steps:
Messages -> New Message -> (Choose contact phone number)
BUG-> Upon selecting contact number the UI switches to the edit mode and the keyboard refreshes twice
