This will download it. If you have a Mac, you can airdrop it to your device. Now in order to install it, you must change the date on your device to pre-July 1. After you install and reboot, change the date back and you are good to go.

I had all iOS 9 era beta installed without profile being installed for quite a while. Profile is just used to download first beta. Once done, that profile means nothing at all.Not if you previously removed the profile in anticipation of a final release. But I posted a workaround earlier. Problem solved.
