Your iPhone 5s can't do landscape home screen, so you won't ever get that. It's only on the 6+ and 6s+.

This was a pretty annoying issue in Beta 1 that I submitted a bug report for. Even got a follow-up from the iOS team at Apple. Keep those bug reports coming, y'all, they see them.![]()
