That's very strange. I'm on 9.3pb2 with T-Mobile and have not had any issues with LTE in any apps, first or third party. I'll do some tests and report back anything I find. Does this only happen when on LTE or does it also happen with LTE turned off?
Do you use snapchat? Try to type a message and send it (not send a photo). Do this with LTE or 4g, not wifi. It will try to send and eventually fail. The moment you connect to Wifi, it will send. I reverted back to iOS 9.3 developer beta 1 and it corrected this issue. Also the carrier update on iOS 9.3 beta 1 and beta 2 are different so that could be the issue. On beta 1 the carrier setting is 23.5.2 and on beta 2 it is 23.5.4 Using T-mobile.

I don't use Snapchat to test. But just to comment on carrier versions. I'm in Canada and the carrier version for beta 2 on my phone is right in the middle (of the previously mentioned 23.5.2 in beta 1 and 23.5.4 in beta 2) with 23.5.3

23.5.3 that is interesting.
In addition, it looks like beta 2 caused another issue below. I wonder if they are directly related.
It looks like it caused some roaming issues. Here is a thread on Apple's developer site.

Just out of curiosity, why did you say not to use a photo? Does a sending a photo succeed vs. sending only text? If so, could what your experiencing be related to the app and not the beta? Still haven't tried it out.

Yes you are correct. Sending a photo succeeds on LTE. Sending just text, fails. Sending a photo and or text works fine on wifi. It's not the app, I rolled back to beta 1 and I don't experience this issue.

Also an app called Night Owl (home survallience system app) does not connect via LTE on, just wifi on beta 2. When I rolled back to beta 1, it works as expected.
 
I noticed something, when you are in the taskswitcher and go way back in your app history and then press the home button:

- Prior to 9.3 it would've cycled through all the apps at blinding speed to arrive at the homescreen
- In 9.3 it will instead artificially place the home screen 2 apps ahead and do a gentle move.

"AFAIK, this release is IPV6 only, for t-mobile, which may be contributing to your problems. Note that this is only for connections OTA, and will not necessarily apply to WiFi connections. In theory, both FaceTime and WhatsApp should be able to talk v6, but YMMV and IANAL."

Other apps that do this (for me): Transit, Outlook, Cisco AnyConnect (VPN) I know other people have reported the issue with WhatsApp as well. My carrier version is 23.5.4.

According to that Reddit thread, Speedtest doesn't work properly with cellular data and just crashes. So I tried it out and sure enough it crashes. Also, I'm having the same issue on Snapchapt. Just verified it. How disappointing... :/ I wish I hadn't noticed lmao
 
Can anyone with an iPad Air 2 tell me if the pull down when switching to a different app for Split View is quicker now? On 9.2.1, it takes about two seconds for the switcher to come up, whereas on the Pro it's instantaneous. Thanks.

It's instantaneous on iPad Air 2. Much better than 9.2.1.
 
Brand new iPhone 6s on T-Mobile here.

Having trouble with certain apps connecting to the cellular network on 9.3b2 as well. I started a thread specifically about the Ookla Speedtest app crashing (https://forums.macrumors.com/threads/ookla-speedtest-app-crashing-on-t-mobile-6s-with-9-3b2.1953850/)
However, I've also noticed that some other apps are also not working as others are now mentioning. Snapchat will not send text messages, as mentioned above. The Amazon app also presents an error stating that it's unable to connect to the network. The Paper app for Facebook also appears to not be connecting while on cellular.

Will submit feedback to Apple and T-Mobile. Glad to see I'm not alone.
 
Still can confirm, MS Outlook does not display new mail when in LTE. I get new mail notification but it isn't listed in the app. On wifi the mail comes through fine. Hope this is fixed soon
 
Would it be possible to update the carrier settings to fix the LTE issue on the latest beta? I mean like grab the latest .ipcc file and update the phone with it? Or is it something else that is the issue? Not on b2 at the moment due to the issue but thought it might be worth a shot?

Maybe? Not sure how far back you'd have to go though. I'm seeing it on 23.5.4 and I know others have reported the issue on earlier carrier settings.
 
Went back to iOS 9.3 pb1 and the difference is night and day . 9.3.1 was so smooth on my iPhone 6 plus. 9.3.2 was terrible, NC stutters, control center stutters, animations freeze, phone app freezes... Will wait for the next beta. Not sure why this was a step back for the 6 plus when many other users seem to find it smooth. 9.3.1 was probably the best beta version released in iOS 9 .
