Not seen this happening. I would do the reset all settings option. That seems to be a one off issue.

9.3 beta 7 is 100% the GM, there is no way that apple is still working on a GM with a new phone launching next week. Unless they have an update to release on the day the phones are released as well.

Almost definitely isn't the GM, it doesn't have a GM build number. It has a beta build number. You can typically tell a GM and GM candidate by their build number.

I'm not seeing where Apple confirmed the release date. The one place its mentioned, it just says it will be released today, with no attribution to Apple.
