Download the latest beta as ispw file.
I did it too. I had the same problem.
Don't do the official way by deleting public beta profile. If you do that, you have to install 9.2.1 first. Thats the problem, because at that moment you have to pair the phone with your ID.

Download the ispw of 9.3 b3 and make an install with iTunes. I did. After installing directly 9.3 it was possible to backup. In this case Apple ID and 9.3 b3 works together. Good luck
 
Hello everyone,

Here is my story, I backed up my iPhone 5s that runs on iOS 9.3beta3 via iTunes and restore that backup to my new iPhone6s+.

I signed in with my iCloud id and download the beta profile and update it to last beta version which is 9.3beta3.

Now I have big problems, I can't signe in with my iCloud or AppStore id, it keeps gives me this message:
"Verification Failed, this action could not be completed, Try Again"
and it's keep giving me every time I tried.

I restored my iPhone to the last update available which is 9.2.1 and I tried again with last beta version, again same problem but this time the iCloud dose not work fully and setting just freeze when I try to sign in with my AppStore!

For record, my accounts running good, I did try to sign in via website.

No I'm walking with my two iPhone, one for calls and texts and another for rest!

Experts, Please help me to solve this problem.

Experiencing the same issue. Trying to move from iPhone 6 to brand new 6S. Pre-loaded 9.3 on the new 6S, reset all contents/settings, restored from iCloud backup of 9.3.

Cannot log in to iCloud. "This action could not be completed"

Luckily I have not reset the iPhone 6 and have moved the SIM back to it. Really would like to figure out how I can get the iPhone 6S running 9.3 using the existing iCloud backup!!!

Is there some sort of unique identifier that is preventing me from logging in?

If a beta release "ruins" your life, it wasn't much of a life to begin with.

To be fair, this was an extremely annoying issue and something that I encountered myself.

It pretty much forced someone to set up as new, and that can be tragic if you had anything important backed up (luckily, I didn't).

It just drives home the points that (1) "beta" releases are not "early" releases; and (2) beta releases are not for everyone.
 
To follow up, I happened to find a 9.2 backup in my iTunes from January before I moved this device to 9.3 public beta. Had to put the 6S into restore mode because Reset all Content/Settings wanted the iCloud password as well.

Lucky I didn't have to set up from scratch!

Still, pretty awful that the iOS 9.3 b3 iCloud backup is seriously flawed and renders the phone near useless.

This sort of whining is why Apple didn't let non-developers install betas for the longest time.

Always back up before installing a beta. Always assume that you can lose any and all data on your device when you're running the beta.

That's a stupid thing to say. Just list this as exhibit G for why non-developers should do their homework and take precautions before installing beta software.

And if OP is a dev, ban him or her from the app store before he xcodes a virus into his flashlight app.

Funny coming from a guy who felt "Lucky" not to have to install from scratch again only to turn around and say that the beta was not installed on his primary device. Who the heck backups up test devices?

If it wasn't your primary device, then why would it ruin your life, or even matter? And it sounds like your iPhone 6s Plus is your primary device since you said you needed to carry around your iPhone 5s to do everything you couldn't do on the 6s plus.

I had the same problem... It was caused because I changed the main email address on my Apple ID... For some reason when I restored using my backup the backup was referencing my old Apple ID email address... There was no way for me to hangs it so I ended up starting out fresh... Hopefully that old email will no longer be referenced in future backups.... It didn't ruin my life other than being a pain in the ass to reset up everything... The only thing that I really lost is my game save data... I really wish apple would sync game save data in iCloud instead of just restoring it to back up... That way you could play games on multiple devices... And it would be easier to set your phone up as new

I had this problem after my phone was replaced under warranty and I tried to restore from a backup. I knew the risks when using beta software, but spent a couple of days trying to fix it and have a solution.

What you need:
Backup from 9.3b3, IPSW for 9.3b2, IPSW for 9.3b3

What to do:
On your phone, put it into DFU mode and option click Restore in iTunes and select the 9.3b2 IPSW. Wait for this to restore.
Restore your backup. You'll get to the page where you have to enter your iCloud password - turn the phone off and remove the cable. Now put your phone into recovery mode (not DFU) and option click Update (not restore) in iTunes and select the 9.3b3 IPSW.

You should now be able to login to iCloud without issue.

Sounds crazy but ensure the date and time are current on the new phone. I had very similar problems and found out that the date and time were off on my new phone and NOT set to automatic. See if that solves your issues.

Just came to say the same thing. Although, you don't have to put your phone in recovery after restoring your backup. You just have to the iTunes sync after the backup has been restored and then opt+update to beta 3. It worked for me that way, at least.

I had this problem when I was switching from a defective 6s to a replacement. It drove me crazy for an hour and some before I started googling like crazy and I found the above workaround. Needless to say, I'm getting off the beta program after the final 9.3 goes live. Losing those two hours or so on a night I didn't have time to waste really put a bad taste in my mouth. I don't need anyone to reply about the risks of betas, I understand them and am just saying my piece here.
 
Did you report it to Apple? That's the whole point of public beta release, to have people reporting back the problems they are having so Apple can fix it for the final release.

If you don't/don't want to do that, don't bother with beta software since you are contributing nothing to the program.
