I think that's right. At least it didn't work for me when I inadvertently tried. I decided to go back to stock and was restoring my iPad and thought I had picked the backup from before the beta, but I picked the wrong one and it wouldn't restore. I double checked and realized it was the beta backup.
Solution:
I had this problem after my phone was replaced under warranty and I tried to restore from a backup. I knew the risks when using beta software, but spent a couple of days trying to fix it and have a solution.
What you need:
Backup from 9.3b3, IPSW for 9.3b2, IPSW for 9.3b3
What to do:
On your phone, put it into DFU mode and option click Restore in iTunes and select the 9.3b2 IPSW. Wait for this to restore.
Restore your backup. You'll get to the page where you have to enter your iCloud password - turn the phone off and remove the cable. Now put your phone into recovery mode (not DFU) and option click Update (not restore) in iTunes and select the 9.3b3 IPSW.
You should now be able to login to iCloud without issue.
I had the same problem. Apparently 9.3 beta 3 had this bug. Restoring from backup caused this issue. I fixed it by downgrading to 9.2.1 with recovery mode, fresh installed 9.3 beta 3 and just set up as new phone and waited until 9.3 beta 4 came out which by then I was just too lazy to get back my stuff as most of my important data were already on icloud anyway. I just lost some game data because they didn't use icloud sync. I ended up quitting them so it was all fine.
The main reason people are criticizing you is for your use of words on the thread title - this doesn't "ruin" lives for almost anyone. You really should have backups if you're running beta anyway. Don't rely on iCloud alone, and backup on iTunes on your computer for official release data before going into beta for precisely these kinds of reasons!

Instead of everyone "stating the obvious," maybe our community members can be more helpful in situations like this. Sure, the original poster's thread title is silly, but I did not appreciate being berated by several members when I was merely reporting a bug I encountered, seeing if any other users had the same bug, and reporting the fix that solved my issue.
I've been on Macrumors for a long time and the community of recent users really need to stop attacking each other and instead focus on helping. I used to think of this forum as a helpful environment.

If you had something important and you were using a beta, well ... the one to blame is you.To be fair, this was an extremely annoying issue and something that I encountered myself.
It pretty much forced someone to set up as new, and that can be tragic if you had anything important backed up (luckily, I didn't).

Its 2016 now, and you can join those two in Family Sharing to use all of your old purchases on the new iCloud account.I mean, you *can* as long as you're willing to accept worst case scenario. Apple can put up all the disclaimers they want but most of the general public just ignores it so that can play with a new thing.
But I do believe the OP's problem could be separate. Even on stock, I constantly get logged out of iCloud on my iPad for some odd reason and am asked to verify credentials. I also have different iCloud and App Store accounts. It only happens on my iPad Mini 2 though, not my iPhone 6S, which I find incredibly odd.
That said, if you don't understand how to isolate bugs or work through things like that, it's probably best to stay off of beta builds in general.

There are lots of people in this position, since MobileMe cost money and most people just got Gmail back then and added it to an AppleID for App Store use, then everyone swept out and got iCloud when it became free. Thank God they added Family Sharing to at least associate the two accounts for purchase reasons.
