iOS 9: iPhone 4S will receive it?

Possibly, but not likely. It could be part of the S models getting another year of iOS updates over the preceding non-S models. The discontinuation of iOS updated for an S model has only happened once, because of this it is not possible to define a trend.
I'm gonna say no considering that every phone prior got 3 software updates before being discontinued. iOS 8 will probably be the last update for the 4S
Absolutely not.Ios 9 wont be compatible with 4s..Iphone 5 will get., but possibly IOS 9 will be the last for Iphone 5.
I hope so. Or at least give us the option to go back to iOS 7.

If iOS 9 is the rumored performance/bug fix update, I don't see why not, actually. However, it may still get discontinued anyway. We will see what happens in June, I guess.

We saw how ios 6.1.6 ended up running on the iphone 3GS and ios 7.1.2 on the iphone 4.
After 3 years of updates the old hardware with the latest software really drags and makes for a painful experience.
If the 4s doesn't get the update, then that means the iPod touch is dead to Apple. The iPod touch came out at the same time as the iPhone 5, but it uses the processor of the 4s. The iPad 2 uses this processor, as does the iPad mini. I feel like these devices might get one more year, but of course they might not. It would be weird for the iPod touch though. Apple would be selling a dead device.
Normally I would say no. This is the year the 4s should be cut off. However apple are still selling the original iPad mini, which has the same processor as the 4s. Which would lead me to guess that the mini will be supported next iOS update. If they support the mini, there is no reason not to support the 4s.

If they support the iPod Touch 5 there is no reason not to support the 4S as they are the same internally in terms of the processor, ram and graphics. I assume since the iPod Touch 5 is for sale, that it will be supported, and thus the iPhone 4S will also be supported. Also the iPad Mini 1 is still for sale which is also A5. In fact between the iPad 3, iPad 2 and iPad Mini 1, around 60 percent of iPad users use a A5 iPad.
There is no real 'pattern' to iPhones receiving support. The 2G and 3G received 2 updates and the 3GS and 4 received 3. No reason that Apple can't give the 4S 4 updates, especially if iOS 9 is focusing on bug fixes and performance improvements (if the rumours are correct).
There are also far more iPhone 4s's in use than previous iPhone models in their 3rd and 4th years, as Apple sold more 4S's than any model before it.

No way in crap will the 4S get iOS9. It's already extremely outdated comparing to the newer models.

Why not? The rumour is iOS 9 will be a performance based update os if it runs the same or better than iOS 8, then they should support it. Especially as it shares the internals with the iPod Touch 5 which is for sale now which I would assume will receive iOS 9 (as besides one time, Apple has always provided updates for devices , a year after they are discontinued). The 4S has similar internals to the iPad 2, iPad Mini 1 and iPad 3, which hold around 60 percent of the iPad market share.

He never did. The general assumption is that iOS 9 will mainly focus on performance improvements and bug fixes, based on several rumours.
History also indicates that apple changes iPhone support cycles..
The 2G and 3G got two updates
The 3GS and 4 got three updates
Maybe the cycle will follow the pattern?
The 4S and 5 could get four updates

It is hard to say.
I think the most likely reason for it to get iOS 9, is that unlike the lone supported A4 iPhone 4 in 2014, the iPhone 4S has the identical touch 5, and the A5 iPad 2, iPad Mini and iPad 3 which count for over half the installed iPad base.
There are also more iPhone 4S's in use this year than there were iPhone 4's last year. I'd put that down to the fact that with every iPhone, Apple sold more and more of them, meaning with each version, there are more out in the wild.
