Fairly certain that if it was listed in the WWDC slides about iOS 9 in general (not about beta specifically) and appears at Apple's own iOS 9 web site at http://www.apple.com/ios/ios9-preview/ (aimed at the public and not specifically about the beta) it would be a pretty big screw up on their part to not release the final version for the listed devices.

It wouldn't be the first time Apple listed a device during a beta only to pull it right before release. IIRC last time it happened was with an iMac few years ago.

Like I said, very strong chance it will support it. But until its GM release ... I wouldn't bet the farm on it.

They made a very big deal during the keynote that they were supporting ALL of those devices on the screen, so I doubt they are going to make any changes to it. Especially since it's been leaked that they were putting an emphasis on smooth performance on older devices.

Whelp. I'm installing it on my spare 4s right now. We'll see how it goes. Hopefully it won't by any worse than iOS 8. I still regret updating from iOS 6 even. 7.1 was pretty smooth but hasn't been the same since.

Here goes...
