It's. A. Beta.
Things are buggy, things don't always work, things might always work but not perfectly.
The vast majority of iOS 9's new features are developer facing and we won't get to see them until September. As @dlemaymt said, if you don't see the benefits of iOS 9, restore back to iOS 8.4 and save everyone the hassle of your "iOS 9 beta is ****!" posts.

EDIT: Also, this is like a spring-cleaning year. Every single year, up until now, we've had tons of user facing features. You see all the people (mistakenly, imho) clamouring for iOS 6, as if it wasn't buggy or as if it was completely, totally stable? That'll only get worse if Apple don't slow down, so they are purposely slowing things down a bit, as is clear in both iOS and OS X. In both cases, the added feature list is small, but the overall performance and efficiency are the main areas of focus.

1st, Apple till now released 5 betas and all of them has an exact copy for the public, so they aren't just 2 betas.

2nd, location services and Siri are like bonded, Siri can't do 60 % of its job just because location services, if Apple is developing the intelligence on I devices, Siri should just search the date and it doesn't need location if the photo doesn't contain location in its details. So this is called stupidness not intelligence.

3rd, I've been an apple developer for nearly 3 years and when every new software is released I see that big PAY button when I go to the developers center every year to know if it's free or not. I waited for Apple to make the public beta so I could try the new software. You actually pay for both not only for uploading apps on App Store.

This is not the first time for me trying beta software and I know very well what Apple should've done to make this software perfect.

Have u seen the Wikipedia page of iOS 9, it just contains a small paragraph about the exact new features of iOS 9, this is QUITE SMALL FOR A NEW APPLE SOFTWARE. Have you seen the iOS 8 Wikipedia, it's huge, I keep on scrolling to reach the end of the paragraph to see the newest features added by every new update released. It was actually huge since the first beta, iOS 9 contains minimum new features and the only thing that differntiates iOS 9 from iOS 8 is that new search page available on some of the devices when swiping to the right.

It's official, Apple is treating the developers like public, no big difference.
There have been 5 developer betas, but only 3 public betas so far for iOS 9. Seems like really basic things are being stated incorrectly.

I'm here to deliver a message that Apple doesn't care any more about the development of software and its harms that could get your phone from your hands to the garbage because it's damaged, if you can fix your iPhone if it got damaged, there are millions who can't because they spent their money on buying that device because they want to help out the company on making the software better. I know that it's a beta (software) but it shouldn't cause harm to (hardware).

Have you tried beta 5 / public beta 3 yet? Seems to be noticeably better for everyone so far.

But it doesn't cause harm to hardware. If it were so hot it was causing harm, your iPhone would enter the "Let iPhone cool down" mode. Again, the fact Apple are taking it more slowly this year for performance, storage, and battery life efficiency suggests the total opposite of what you're saying - Apple clearly do care about their software.
Beta builds which cause physical harm to devices would be patched within days, if they somehow made it out of Apple's internal branch.

You don't understand anything. At the OS level, Siri is treated like any other app. And since picture metadata may include location information, the OS won't allow access to the metadata unless permission to use Location Services is granted.

Thus, if Siri wants to access picture metadata, it also needs Location Services access at the OS level. It doesn't matter that "Siri should just look at the date". It doesn't matter that it won't use the location information. Since it gains access to it, it must be granted the proper permissions.

One would think a developer, of all people, would understand that.

Apple released 5 Developers Betas of iOS 9 and 3 public betas. Not one beta has been the same. Read the release notes.
Secondly, this version of iOS 9 is a performance update. It is centered on improvements and tweaks in regards to the complaints of iOS 8. I would assume this would require going deep within the OS structure which might lead to some hiccups. I don't know their process and neither do you.

Are you a real developer? What apps have you created? You don't seem very prominent in Software development judging from your comments. If you are just paying for the developers beta just for the sake of using it, you are misusing the Developers Program. Developers get pre-release to test their apps and work with the newest changes and APIs for the next year. In addition, the Public Beta is for users to test the OS and submit their feedback, bug reports, etc. If you have an issue with your iOS device, submit Feedback in the Feedback Assistant.
Wikipedia is not affiliated with Apple and doesn't even list all of the changes and new features of iOS 9. You should even be referencing them at all.

I can't take the rest of your comments in this thread seriously since it appears that you are trolling.
