Actually, any one of them can be on 4.3, should they desire to be. They HAVE the option/choice.
Of course, most people won't even notice the difference between 4.1, 4.2 or 4.3. I do because I use specific features of 4.3. But having Gingerbread, ICS or Jellybean isn't as important as getting updated Google Apps. And 98% of users get these latest updates on a continual basis, regardless of OS version. Apple is slow in updating core apps by comparison. And I'll take consistent updates to core apps any day over having to wait months or years to get an iOS update just so I can have a functional keyboard or add multiple attachments to an email.
