I just followed the instructions on this article and not sure if this will help limit phantom data.

I basically opted out of iAds by navigating to http://oo.apple.com from the device.
Not sure if iAds is sending data back to Apple.
"If you do not want to receive ads with this level of relevance on your mobile device, you can opt out by accessing the following link on your device: http://oo.apple.com. If you opt out, you will continue to receive the same number of mobile ads, but they may be less relevant because they will not be based on your interests."
Going to track to see if this helps.
wow. just checked my account and i have used 850 MBs this month. I averaged about 180 MB over the last 6 months. thankfully I still have the grandfather unlimited plan, but this is really surprising!!! iCloud shouldnt be downloading THAT much. it should do it all over wifi. I'd be pissed if I were paying for it!

Sorry if somebody mentioned it already but you can disable use of 3G for documents and data in iCloud settings. Will only sync them when you're on wifi.
Where are you finding this option under Settings? Ive looked all over and dont see it.....
For me it's under iCloud and under document & data and then turn off cellular data.
When the iPhone first came out, AT&T would send some users telephone-book-sized bills containing basically that. The PDF alone to send that bill electronically would be astounding in size for a month's usage.

But that's not the end of it! Turns out my phone has simultaneously been unable to connect to my home WiFi for the last few days. Despite trying every known fix under the sun my iPhone 4 flat out refuses to join my home network. No amount of resets, restores, or setting tweaks changes things. All protocol settings are fine, all passwords are correct, and every other device in my home is able to connect without issue. My phone continues to tell me it is "unable to connect to network xxxx".
Hit in the wallet with a 1-2 punch by iOS 5. Do you think Apple would be interested in paying my phone bill this month? No, didn't think so.
In my case, the excessive usage came from a (I assume to be) bug in iOS5 with subscribed calendars using Caldav. Since I've set updating these calendars to "manually", the download has completely stopped.

Just to add that I am also experiencing exactly the same issue (UK, O2)
I normally use less than a few 100's of MB per month, but in only 3 weeks I have used 750MB!!!! WAY MORE than even 3 or 4 months previously added up. O2 have capped my data plan which is only 500MB
I turned off iCloud completely, so I am waiting to see if any more data usage occurs. At the moment it seems to use around 20MB a day, it was on some days doing 70 or 80 MB, and I haven't even been using my phone that much! Everything is closed: Only e-mail and iCloud were 'running' as such, and nothing has changed in terms of me suddenly receiving more emails than normal.
But, even more odd, is that the 'Cellular Data' usage box in Settings>General>About>Usage, is showing that I have only used a few 100MB since I got the 4S. Weird??
Unfortunately, I haven't even migrated to iCloud yet. So that's not it :-(
Damn... Was hoping a simple turn iCloud off would solve the problem.. Apparently not.
I also have an Exchange Calendar set up. Other posters are saying turning this off helps?
