Kind sir. It does. And the fact that Apple Store employees plus the iUP team have clear stated(and accepted) that iUP phone can work on any network.

As far as I am concerned Apple has made it right for me and will give me a globally compatible unlocked phone under iUP.Whatever you may have been told by Apple employees, you are wrong. There is a difference between an unlocked phone, which is what you get with the lUP, and a universally-compatible phone, which is what you appear to be expecting. You cannot use a phone, unlocked or not, with an incompatible network. AT&T and T-Mobile iPhone 7 models are incompatible with CDMA networks. It's as simple as that.
Apple will not sell you a Verizon unlocked phone without Verizon account online.So even if you have an ATT account, should you just buy an unlocked Verizon iPhone and put your ATT sim in?

Glad that they were able to help you out, and it sounds like at least one Apple employee didn't understand the distinction between unlocked phones and world phones. Next time, if your needs remain the same, make sure to request a phone that's *both* unlocked and compatible with all networks you might want to use. Both of those conditions have to be met with any phone manufacturer.
Actually it's not just one Apple employee. I spoke with atleast 5 different store managers and 10 iUP team members and all accepted that something was incorrect in the way iUP was projected. Not one told that iUP unlocked means 'one cannot move from GSM to CDMA' coz they had been explicitly told iUP members can switch to any carrier.
Whether the official wordings will change dunno about that.
