I am not that thrilled with the night images - which I read were supposed to be much better on the Ip7P
If you had used a third party app such as ProCamera with the low light setting, which stacks approximately 60 images, then you would have a better image. Here is one I took with my iPhone 7plus. I used a tripod and the MeFoto sidekick 360 plus to hold my 7+.

Yeah, I did some last night of the skyline and was unimpressed. I have the same spots in mine that yours has, I assumed it was due to the lighting but I wonder now if it is a camera issue.
Most likely the spots you are seeing are lens flare, or ghosting (reflections within the optics). The iPhone camera optics are not muti-coated to reduce glare, so that is why those spots appear. I usually clone mine out.
