So the SF photo is the right resolution now but it still appears a little blurry on my X. Is that normal?

There's not a good way to take a landscape style image and fit it in a tall skinny X screen. I tried putting the left half on the right half. Sort of. Be better with a portrait style image.

I don't think the dock is transparent enough to show anything like that on a wallpaper. I made 2, but they don't show through the dock. The dock is not transparent in your screenshot, it just the same color as the wallpaper.

The only way to fit that on an X size screen, is to zoom it up. And that's going to cause the resolution to be even worse and much gets cut off. Like this:
