Well a newer version of 9.2.1 was released by apple. Why did they not release 9.3? I think that is what the JB teams are waiting for....

There is 9.2.1 which was released a few weeks back.

And there is 9.2.1 released today. The difference between the two is Error 53. The release today fixes Error 53. If you have it, or have the potential to have it then this release is for you.

If you don't have Error 53 or your device has never been repaired at any place other than Apple then today's release is NOT for you.

Apple isn't going to rush 9.3 out to fix one single issue that only SOME users have. They'll just drop a release for those users now - like today. ;)
