No, I bet you could. I've heard the only reason they have GPS is to make sure you can't use it outside of the country.
The only reason I see someone needing this is if you are unable to make voice calls do to a weak signal. For data, Wifi makes a whole lot more sense. I only get edge on my iPhone 3G inside my house, but I don't really mind as I'll switch over to my Wifi for data use.
