I fixed this on on MacOS Catalina 10.15.7 with Safari 15.0 by re-installing Safari 15.0.
I downloaded from this link provided on the Apple discussions support forum:
Safari 15.0 for Catalina

No restart needed. Use at your own discretion/risk.
Thank you so much for the tip! Had tried lots of other things and this is the only one that resolved it

Hi, I upgraded to latest 10.15.7 which brings Safari 15.0. Now Safari won't open pages "recurrent error with URL. Reload". URL as simple as belll.ca. Does this to some XX pages and random pages too from gift cards site to car parts. Googled 1000 times and nobody has a way to fix it. Safari 14.2 worked like a charm before upgrade. Did all the usual stuff: prefs, plist, etc, Had to resort to download Safari Technology Preview for Catalina which is not in my native language. Kind of pissed by this. At least pages load. So is there somebody who knows what's happening with Safari 15.0? What do you suggest me to do? I just upgraded to Catalina a few weeks ago. Was on Mojave for the past years and you know Mojave: no frills, no fuss, no nothing. A real Mac. Can you help me?
Thanks again friends.
Hi, I got help from Apple, tried a lot of things, nothing worked. Then I got connected to "senior" guy and he gave me link to download and install updated Safari (works perfectly now). Ask them for "Safari15.0CatalinaAuto.pkg" file.

There's talk the next point release will be pushed out next week. I prefer to update via normal channels rather than access a server directly. I will wait and use Firefox until then.

I've been an avid Mac user since the Apple IIe and this "new improved" completely broken version of Safari is the first time I've seen this huge of a failure. It's not even a Beta version. It's not even Microsoft awful - it's a total embarrassment. It's very clear no one even tested it before release.

A huge number of websites no longer open. The problem frequently seems to begin after attempting to login - the redirect confuses the browser.
I still getting this problem daily and for whatever reason it honestly seems to be getting worse. I'm not even sure what kicked it off but I think it might go deeper into the system networking.

I'm seeing the problem happening in other browsers such as Chrome and so on too. I don't use them as much so I didn't notice until now, but I'm running into the same issue.

So I think it has to be in the lower-level MacOS networking code. Have no idea why it's affecting some and not others, but it's definitely real. My wife's computer, also an M1 if that matters, started doing it last night and is still going.

It's not site-dependent either. Sometimes Google won't even load, just refreshes in an endless loop. Then other times, it'll load. Same with nearly all URLs. This really needs to get fixed as Apple....you basically just broke the Internet for many of us.

Awful for anyone that's still plagued with such inexcusable quality. If the link that RobertPS didn't work, hopefully Apple's own safari 15.1 update will. I remember a time when "it just works" really was one of many, many many of Apple's great selling points...:sigh:...
