In this argument, the two are definitely related. The VCF is doing it's best to minimize temporal and spatial artifacts. If you're compressing to the extent that you're introducing said artifacts, you will notice it in the still when comparing it to the original.Sure, but this is about a method to evaluate the visual quality of the compression, not about the techniques used to compress the video.
It's like you're pretending that introduced temporal artifacts don't actually change the values of the original pixels unless those pixels are part of a moving image, and of course they absolutely do. Now, if you're arguing that temporal artifacts are more visible when moving, I guess I could grant you that. But that's not exactly revelatory.
