The production date of my 2012 Mac Mini was in April of this year. I have Mavericks 10.9.4 installed. I have an HDMI cable plugged in from the Mini to TV. I have the flickering issue at the login screen after the system restarts or is powered on.

I tried to install the 1.7 firmware. But I am getting errors with the installer program: "this does not apply to your system."

When I restart and boot into Windows, there's no flickering issue on the login screen.

I believe that they released this update only for the 2014 Mini.

I just bought a new 2014 Mac Mini, and the problems still persist. Are they ever going to fix them? Its especially noticeable browsing the internet.

It HAS been fixed for ages and I can personally attest to it since it hasn't happened here for YEARS (and I've got multiple monitors I've gone through and it never happens anymore and never happened with the Thunderbolt output even before that). Maybe the problem is your monitor or you got a lemon.
