Having spent the last 14 years in the transportation industry both in the States and overseas, I can tell you this was not the driver. UPS uses loaders to load up the vehicles prior to the driver coming into work. The driver has a load list. He went to your house because he thought he had the package and spent twenty minutes searching his truck for it. Have you ever looked into the back of a UPS truck, they are jam packed. I also know many of the different systems that are in place to prevent this type of thing happening. But with over twelve million packages going through the UPS system a day, theft is inevitable. I will say though that UPS has horrible customer service in dealing with this sort of circumstance. Also, I can bet you that they sweated the driver and loaded pretty good over this.

Matt...

P.s. I should make it clear, I do not nor have I ever worked for UPS. But as an analyst in the shipping business, I know their process' and procedures.
