I think it is "The Riddle", or more specifically the 2009 remix by Prezioso & Marvin:

The original song was by Nik Kershaw released in 1984. There was also a very famous cover by Gigi D'Agostino in 1999, which will actually be the first result on google.

It's got whistling in it, but it's not the Whistle Song and it's not that other song by Newton... it's really popular in European clubs, and it's definitely a couple years old... anyone know?
