If it were me, I would install Mojave and call it a day and revisit upgrading at a later time.

I just ran that Apple diagnostics test where you restart your Mac and hold down D on the keyboard. Test came back saying no hardware issues found. I'd go back to Mojave, but the question goes back to my original post, how do you gain access to older Mac OS release levels.

You were asking about installing 10.15.4 which is no longer available officially from Apple. Open the Terminal App and enter the command:
open "x-apple.systempreferences:com.apple.preferences.softwareupdate?installMajorOSVersion=10.14.6"

This will start downloading the Mojave 10.14.6 installer. From there you can create a bootable USB from it and clean install Mojave on your MacMini.

Another way to get Mojave: https://support.apple.com/en-us/HT210190

Appreciate all the responses. For what it's worth I realized I do have a Logitech Brio 4K Webcam and an external speaker connected via USB. I have disconnected them both to see if they happen to be the culprit, but neither have any special drivers that need to be installed.

No problem. I know how frustrating it can be having issues like you do. Hope you get it sorted out.

You need to have kept the older installers. Apple removes access to them after the next version is released.

Try 10.15.6 beta. If it doesn't fix your problem, at least you can download 10.15.4.

When I try that command I get that it is not available:

Sure as ****, I plugged in this speaker phone, which is a Polycom Trio, updated the firmware. About 10 minutes later started a YouTube video and I got a panic. Leaving it unplugged again. The panic report references com.apple.iokit.IOUSBHostFamily

Another update, Installed Mojave and have the same issue. Called Apple to open a support case, I think the Bridge OS got corrupted during the Catalina supplemental update. I found an article where apple will replace the mother board. I'll keep you posted. Back working on my 13" MBP.

Have you considered reviving the firmware for your T2 Security Chip?

Giving it a shot now. What else do I have to lose. Working off my MBP. just revived the T2. Creating a new bootable Catalina installer. Will report back. Thanks for the tip, hopefully you saved me two days in waiting for Apple to get back to me.

Welp I tried. Revived T2, reinstalled fresh image of Mojave, NO software installed, upon first login, I Plugin two USB-A devices and the thing friggin panics. I am done wasting my time on this POS. I'll wait until Apple gets back to me. Has to be a motherboard or hardware issue. Appreciate you responding tho.

Interesting that the diagnostics that you ran did not indicate any problems. Certainly, plugging in USB devices and getting a crash does not sound normal. I sincerely hope you get this sorted out. In my experience as a person who has owned Apple computers since 10.2, Apple has always supported me with any issues I have had even in out of warranty situations.

From the what you posted it appears the issue is with the T2 chip.

Thanks Taz. I'm confident Apple will help, just need to give them sometime. In my house alone we probably have over 40 apple products between my wife, my son, and myself. I'll report back as soon as I get an update from Apple. For now I'll be on my trust 13" MBP. :)

All my files are in iCloud and One Drive so I don't back anything up, its not really needed as I can fresh install my Mac within 30 minutes if something got corrupt.
I don't use Time Machine anymore since all my files and photos are in the cloud.

No physical media backups? Very risky. Networks go down, network ports fail, .... . Look into a 3-2-3 backup strategy.

My problem seems to be identical (Mac mini 2018 on 10.15.5). It crashes almost every 15 minutes. 10.15.4 did not have this problem. It is new since .5

Have you checked if there is a firmware update for the external drives you plug-in to your MacMini?

They aren't hard drives. One is a Logitech Brio 4K webcam the other was a Polycom Trio Speaker Type phone. The Brio firmware is up to date, the Trio, I updated its firmware. I also tried an alternative to the Polycom with another speaker type phone, same issue. The Hard Drive I did have connected to the Mini is USB C and that was a Samsung T5 SSD. I've had that disconnected since all the issues came up. It was basically just hosting my iCloud Photo Library.
