It appears to affect all devices running both public and developer betas and became systematic over the last few hours, so I guess the problem is not with a beta itself (which was released on Monday) but with Apple pushing these messages out. If they can turn it off on their back-end, it should be resolved.

But would not that mess up all the date-sensitive apps, like emails, messengers, etc.?
The slightest pull down and push back up on NC it pops up every time for me. I can see the flash light/camera icons from the lock screen when I pull down a push back up, the pop up shows.
Add me to the list. Every unlock, when accessing widgets, if I make eye contact. Waiting for the fix.
Have to agree, that Avatar is awesome!
That's not how iMessage works, all of the timing is dealt with server-side. It doesn't care what time phones think it is.
Pretty sure I've changed the date/time before and it screwed up my times and read receipts
