I bought a license using my PayPal account. Heck, it's only $16US, why not. It first says it's "generating" a key and then gives you what looks to be an OEM license, and then when selecting their link to download media, it directs you to Microsoft's site to download Windows 11. I'm going to activate mine right away in case it's just pulling from an unactivated list somehow.
So all good?

It could be adding a key and connecting to it’s own KMS server?

OEM Licenses are typically designated for specific hardware and then activate upon first time setup. I’ve used OEM license keys multiple times in the past and have had to call it in to get them working, which is fine. $16 is just too good to be true, though. Even though it “worked”.
