I don't know. It's a private/company landing pad, so I guess the company's fire department. Perhaps with assistance of the local fire department. It wasn't always there. I can imagine that's a travelling circus: going from company to company for their annual certification.
It's mainly used by the hospital, but I've seen Samsung vps using it to visit ASML.
