Actually, the picture was taken in Germany... ( we live close to the border )
Taken at a demonstration by the voluntary fire brigade. They picked an interesting location.

I like the uncropped version better. It has more depth with the feet in the foreground and the guy in the background. Also, the guy listlessly leaning against the building while taking a drag off of his cigarette adds a certain mood to the whole. You may feel as though the emptiness you cropped out at the top of the photo isn't adding much, but I think its vacuousness works here.
