1.Take your photo and bring it into photoshop..
2. Make a new layer from copy
3. Select the new layer in the layers pallete, then desaturate the layer.
4. Using any selection tool of your choice, select the areas you wish to regain color to.
5. Next take the background eraser tool (note it is hiding behind the eraser tool)
and draw tool all over selected area to regain color information.
6. Flatten your image (bottom of menu--->layers) and save your file
