Yes, a basic emergency bag is a good thing to have. The thing is, where I live and travel, I would never be able to end up in a situation where a shovel could be of use, let alone water purifier tablets. That's why I got curious.
I grew up with lots of snow, and we're moving to a place w/snow, so that's where that thinking came in . You never know when you might encounter someone who's slid off the road and needs some help, or you slide off yourself. Better to have and not need, than need and not have.
As for the water, do you always travel where there is abundant fresh, bottled water? It's true half the stuff in this bag will never get used, but what if?
