I'm using flavours : http://flavours.interacto.net/

And although it's not in the screenshot, I also use displaperture to round the corners of the screen off, it's a free app.

It's just a shell geeklet, Position 0x1020, Size 1920x60, background colour white with 25% opacity.
Play around with the height so it matches up with the limits of window resizes.
