Alot of people have asked me about this setup, so I will explain it all now - Sorry this is going to be long and not simple. Don't let this discourage you because it took me a while too. It took some creativity. This post reflects how I perceived the series of events that caused me make this work, it is hopefully accurate with how everyone else sees theming right now.
My weather that you see below the icons comes from a widget, not an iWidget which is something that seems to be getting a lot of attention right now. I don't even know what an iWidget is really except that they can be moved by dragging on the homescreen... anyway. Mine is a widget that is controlled by an html file that controls both the clock with the words instead of numbers above the icons and the weather with city that you see below the icons.
Specifically, it's a quite modified version of a widget created by Schnedi (I believe) that I had running on my iOS 6.0.2 jailbreak through winterboard on an iphone 4.
Now I am on an iphone 5. First, I tried running it through winterboard both before and after it was modified by saurik for iOS 7 support and it did not work. So I gave up and thought for a while.
If you scroll back some pages in this thread, you will see posts about "SB Animated Weather" which seemed to be one of the first widgets running through iOS 7 on a homescreen. It is a widget created by someone (I don't remember who, sorry I can't give credit individually - Elwin maybe? For some reason I remember that name, if someone provides the correct name, I will add it here) and it came with a DYLIB file and a folder containing the widget. This widget could be run without winterboard by following the directions in the included text file - basically installd both the DYLIB file and the widget into your phone in the respective directories through something like iFunbox (What I use) and respringing. But this widget wasn't the one that I have been using. It didn't go with the overall flair I was going for.
Now I did post about this a while back (https://forums.macrumors.com/showthread.php?p=18623941#post18623941 - See what I quoted in that post for more info about what I have been talking about.) - I experimented by replacing the supplied "SBAnimatedWeather" widget directory with my widget by simply renaming my widget's directory to be the same as the supplied one and putting it in the same directory where the original would have gone on my device and respringing. This worked.
That is basically how I have that clock and weather. To answer your question directly because you are just curious about the weather part, in the html file of the widget, I could hide the clock part.
The html file basically gives complete control to change anything in the widget. Text colors, fonts, shadows, where everything is located. And you can provide your own weather pictures if you don't like the provided for example.

You have to look up the woeid number when you setup the widget. I used:

Down side is when you travel it won't automatically update.

you need iWidgets and drag the folder to the iwidgets folder. its not a weather just date. i need to find something i like for weather :/
