I found a way of getting twitter timeline notifications in notification center, get boxcar from the appstore here, sign up (just email and password needed) then link it to your twitter app and turn on timeline in the settings. You can also set a quiet time and have it open your twitter app instead of boxcar. I turned off sounds for mine so i can just check the homescreen for tweets every now and then rather than it disturbing me too often.

Don't think I ever heard of that - maybe try searching. Maybe there is an app for that ;)
