Interesting, I got 21.10 sec with a GTX 1070 on my Dell Precision with a 2695v3 and 128gb of DDR4...

Per core your 2695v3 isn't very fast, about half the speed of the fastest modern cores.

Make sure you have OpenCL enabled in Photoshop for the resizing operation in this test.

Allocate all your memory to Photoshop. It's a useless option for modern 64 but systems but just in case the app has been assigned little memory you should increase it.

Then relaunch and test.

No doubt its not the fastest, But it beats the X56xx series in the cMP.

My concern is the time frame, Im going to install my 980 4gb back in and test that...

The GPU won't make much difference. This test has only 1-2 OpenCL accelerated operations and not a very intensive.
